IT Bank Project Director

We are looking for an experienced freelance consultant to fill the position of IT Project Director within the framework of the "Legal Commitments" and "Contract Management" projects on behalf of one of our banking clients based in Paris.
Context :
Our client is looking for a freelance consultant to act as Project Director within the framework of the "Legal Commitments" and "Contract Management" projects. These projects are part of the major strategic program, aimed at strengthening and adapting the information system to meet the challenges of development in customer operations professions.
Responsibilities:
- Lead and direct all business and IT stakeholders during the PCN (competitive procedure with negotiation) and implementation phases.
- Represent the DSI professions and sponsors for projects.
- Manage PCN towers: planning, organization and decision-making.
- Consolidate functional analyzes of offers and prepare interim reports.
- Prepare presentation materials for the steering bodies (COPIL, COMEX) and assist the project team in arguing with stakeholders.
- Manage internal and external resources involved in the project.
- Ensure risk management, incident control and change management. Monitor contractual commitments, budget, planning and quality of deliverables. Coordinate the technical and functional integration of the solution with the other bricks of the IS.
- Manage relationships with publishers/integrators.
- Support change with impacted employees.
Deliverables:
- Support for the different steering bodies (COPRO, COPIL, COSI).
- Project management documents (planning, budget, ROI, risk management).
- Monitoring of services (contract charges, purchase requests, orders, receipts).
- PCN deliverables: documents for contractualization validated with business stakeholders, IT department, purchasing and security.
- Integration project documents: backlog, study for architectural committees, Quality Assurance Plan, Change Management Plan, Technical Specifications, Acceptance Strategy, Deployment Plan, Changeover Plan for MEP, etc.
Required Skills :
- Minimum of 8 years of proven experience in a Project Director role
- Experience in leading calls for tenders preferably in public procurement (PCN)
- Experience in phases of formalizing business processes, developing an IS trajectory, choosing target solutions (with interactions with editors)
- Experience in the operational implementation of IS projects
- Experience in the banking sector, ideally with a Department in charge of financing operations
- In-depth knowledge of project management methodologies, including PMBok and MAPI.
- Ability to coordinate and lead multidisciplinary teams.
- Functional and technical analysis skills.

Working conditions :
The consultant will join a project team already formed with business project managers, an IT project manager, an architect, and user representatives from the different business departments.
Work in close collaboration with division managers and other cross-functional teams.
